The Role of Data-Driven Planning in School Improvement: A Systematic Review
Abstract
<p>Educational institutions are under continuous pressure to improve student outcomes, strengthen leadership effectiveness, ensure efficient resource utilization, and demonstrate measurable improvements in performance. Accordingly, educational leaders are increasingly adopting data-driven planning approaches to support decision-making, strategic management, and school improvement initiatives This systematic review examined the role of data-driven planning in school improvement with particular emphasis on educational planning and leadership, student academic performance, and overall school effectiveness. The study synthesized empirical and theoretical literature published between 2010 and 2025 from both Ghanaian and international contexts, including evidence from the United States, Canada, the United Kingdom, Australia, New Zealand, Germany, Singapore, South Africa, Kenya, Nigeria, and the Netherlands. The review was guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework to ensure methodological rigor and transparency. The findings revealed that data-driven planning significantly improves educational leadership, strategic decision-making, accountability, resource allocation, instructional quality, and student academic performance. School leaders who effectively utilize educational data are better able to identify institutional challenges, monitor progress, implement targeted interventions, and support continuous school improvement. The review further established that systematic analysis of student achievement data, attendance records, teacher performance information, and school climate indicators contributes positively to learner outcomes and organizational effectiveness. Despite these benefits, several challenges continue to hinder effective implementation, including limited data literacy among educators, inadequate technological infrastructure, poor-quality data, insufficient professional development opportunities, financial constraints, and resistance to organizational change. The review concludes that data-driven planning is an essential strategy for promoting sustainable school improvement initoatives in Ghana. The study recommends strengthening leadership capacity in data use, improving Educational Management Information Systems (EMIS), expanding professional development opportunities, establishing school-based data teams, and institutionalizing evidence-based planning practices across schools.</p>
