Strategic Planning Practices in Schools and Institutional Performance: A Systematic Review
Abstract
<p>Strategic planning has become an essential management practice in educational institutions seeking to improve institutional performance, accountability, quality assurance, and long-term sustainability. Schools operate in increasingly complex environments characterized by rapid technological changes, policy reforms, globalization, financial constraints, and heightened stakeholder expectations. Consequently, educational leaders are expected to adopt systematic planning approaches that align institutional goals with available resources while promoting continuous improvement. This systematic review synthesizes empirical studies published between 2019 and 2026 on strategic planning practices and institutional performance in schools. The review adopted the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework to identify, screen, and synthesize relevant literature obtained from databases including Scopus, Web of Science, ERIC, Google Scholar, and ScienceDirect. Studies consistently demonstrate that effective strategic planning contributes significantly to improved academic achievement, instructional leadership, teacher effectiveness, stakeholder participation, efficient resource utilization, organizational innovation, and institutional competitiveness. However, the review also identifies several implementation barriers, including inadequate leadership capacity, insufficient stakeholder involvement, financial limitations, resistance to change, and weak monitoring and evaluation systems. The findings suggest that strategic planning should be participatory, evidence-based, flexible, and supported by strong leadership to maximize institutional performance. Future research should examine longitudinal impacts of strategic planning in primary and secondary schools, particularly in developing countries.</p>
