A Review on the Role of Faith-Based Organizations (FBOs) in the Implementation of Educational Policies in Ghana
Abstract
<p>This study examines the role of faith-based organizations (FBOs) in the implementation of educational policies in Ghana, highlighting their historical foundations, contemporary contributions, and emerging challenges. Using a general review approach, the study synthesizes scholarly literature and policy documents to explore how FBOs have partnered with the state to promote equitable and quality education in Ghana. The review uses guided methodology to identify, appraise, and thematically analyze relevant studies from major databases including Google Scholar, JSTOR, ERIC, Scopus, and Taylor & Francis Online. The findings reveal that FBOs have played a pioneering role in Ghana’s educational development since the nineteenth century, establishing mission schools that laid the groundwork for literacy, civic education, and moral formation in Ghana. In the post-independence era, they have continued to support government-led initiatives such as the Free Compulsory Universal Basic Education (FCUBE) and the Education Strategic Plan (ESP) through infrastructure development, teacher training, and community mobilization. The FBOs have also contributed to improving educational access and equity, especially in rural areas and among marginalized groups, including girls and children with disabilities. However, the collaboration between FBOs and the state faces challenges such as limited funding, administrative tensions, and ideological conflicts over the balance between secularism and religious instruction. Despite these constraints, faith-based institutions have demonstrated adaptability through their involvement in tertiary education, digital learning, and policy advocacy. The review concludes that sustainable educational development in Ghana requires continued collaboration between government and FBOs, grounded in mutual respect, transparent governance, and shared responsibility for promoting inclusive, value-driven education that advances national and global development goals.</p>
