Teacher Recruitment and Retention: Strategies for Addressing the Global Teacher Shortage Crisis

Abstract

The global teacher shortage crisis poses a significant threat to the achievement of Sustainable Development Goal 4 (SDG 4), which aims to ensure inclusive and equitable quality education for all by 2030. This study examines the causes, impacts, and potential solutions to the teacher shortage, drawing on a systematic review of 20 studies published between 2010 and 2023. The findings reveal that the shortage is driven by low salaries, poor working conditions, and high attrition rates, with disproportionate impacts on disadvantaged students and underserved communities. The study identifies a range of strategies for addressing the crisis, including financial incentives, alternative certification programs, mentorship, and the integration of technology. Policy interventions, such as increased education funding and strengthened teacher unions, are also critical to addressing the shortage. By situating these findings within the broader literature, the study highlights the systemic nature of the crisis and the need for comprehensive and context-specific solutions. The research contributes to the growing body of knowledge on the teacher shortage crisis and provides actionable recommendations for policymakers, educators, and stakeholders. Ultimately, this study underscores the urgent need for effective strategies to ensure that all students have access to qualified and motivated teachers.
