A Review of Stakeholder Engagement and Community Participation Models in Local Educational Planning

Abstract

This review examines the critical role of stakeholder engagement and community participation in local educational planning. It synthesizes existing literature to explore various models, benefits, and challenges associated with involving a diverse range of stakeholders, including parents, teachers, community members, and non-governmental organizations (NGOs), in the educational decision-making process. The paper also discusses theoretical frameworks, including Arnstein's Ladder of Citizen Participation, and practical models like School-Based Management (SBM) and Participatory Budgeting. The review highlights the shift from top-down, centralized planning to more inclusive, participatory approaches aimed at improving the relevance, ownership, and sustainability of educational initiatives. Key findings indicate that meaningful engagement can lead to enhanced educational outcomes, more efficient resource allocation, and increased accountability. However, challenges such as power imbalances, resource constraints, and a lack of genuine participation persist. It concludes by emphasizing the need for authentic and sustained engagement strategies to foster democratic and effective local educational systems
