Abstract

Teacher workforce planning and development have emerged as a critical focus in global education discourse, given their direct impact on teaching quality, equity, and learning outcomes. This review examines the multidimensional aspects of teacher workforce systems, exploring their historical evolutions, conceptual frameworks, current practices, and policy implications. It reveals that strategic workforce planning, when aligned with robust teacher development programs, is essential for mitigating disparities in teacher distribution, particularly in underserved regions. Drawing on empirical evidence from diverse contexts, the paper identifies consistent challenges, including supply-demand mismatches, high attrition rates, and fragmented governance structures. It also highlights emerging trends, including the adoption of teacher management information systems (TMIS), competency-based standards, and digital professional development platforms. Comparative analyses reveal that while developed countries face teacher shortages in STEM and rural areas, some regions report surpluses due to misaligned training outputs. Additionally, professional development has proven to be the most effective when sustained, context-specific, and embedded within school-level systems. The review emphasizes the need for integrated, data-driven, and equity-focused workforce policies supported by international cooperation and localized innovations. Key policy recommendations include strengthening teacher licensing frameworks, incentivizing rural postings, and ensuring continuous professional growth opportunities. Future research should prioritize longitudinal studies and explore intersections between teacher planning, technological disruption, and inclusivity. Ultimately, this paper emphasizes that investing in teacher workforce systems is foundational to achieving Sustainable Development Goal 4 and building resilient, inclusive education systems that can meet the learning needs of the 21st century.
