Professional Development Requirements and Leadership Effectiveness of Heads of Senior High Schools in Ghana
Abstract
This review assesses the professional development requirements and leadership effectiveness of heads of Senior High Schools (SHSs) in Ghana. The review draws upon recent evidence-based and conceptual literature to clearly identify the comprehensive leadership roles of SHS heads in Ghana. This work included leadership roles of Heads of Senior High Schools, such as instructional, managerial, curriculum, and human resource leadership, and the interplay of these roles with professional development (PD) and school effectiveness. Although Heads of SHS receive training upon promotion, many SHS heads report limited access to ongoing, strategic, and focused professional development. There is a lack of professional development in some specific critical areas in contemporary school management, such as supervision, assessment, communication, and change management. In addition, there is significant evidence that demonstrates a strong positive relationship between structured, context-specific PD and improved leadership effectiveness, teacher motivation, and student achievement. Barriers to effective leadership include financial shortfalls, policy constraints, resource deficits, rapid policy-driven enrollment increases, and occasional gaps between leadership policy and practice. The study recommends that Ghana’s Ministry of Education, Ghana Education Service, and other stakeholders prioritize the establishment of continuous, practical, and relevant PD programs, tailored mentorship, and systematic support mechanisms for SHS heads to strengthen Ghana’s education outcomes.
